CLOVIS -- This week Clovis residents
and businesses are being treated to a new and extravagant City high-tech toybox.
It presents a greatly diminished image of what Clovis
is all about and what it provides the community and its visitors for it's recent
increase in City sales tax. The publication is the work of Vision One, a private
for profit contract bidder which was awarded a City contract of nearly $57,000
in taxpayer's funds about six months ago.
The project presents a digital version of what is apparently
the City's vision and community values statement. Previously, the City's Web Site
was provided free of charge by Clovis Unified School students as a valuable educational
school learning experience.
The new Vision project includes public access to
satellite mapping of Clovis private property through a complicated utility that
downloads extremely difficult and expensive digital parcel maps of the community.
Also featured are maps and details on all the available
residential and commercial property in Clovis. While City Hall tinkers with it's
new high-tech toybox, there continues to be serious, unresolved issues facing
taxpayers.
Chief among these is the City Council's rapid expansion
of the municipal infrastructure through condemnation proceeding and its expanding
court calendar in litigation where the City is the defendant.
In these times, there should be City vision toward conserving
City traditions and revenues for that rainy day that will surely visit here once
taxpayers are fed-up with spendthrift local government.
The expenditure of City funds to replace the free Web
Site with unnecessarily complex technology sends the wrong message.
Worse yet, this City
Hall Vision of the new Clovis lacks even a digital copy of the
City Code, other City archives and ungraciously fails to include accessibility
accommodations for its vision impaired taxpayers.
